Try a different authentication method during the Sign-in.
That is, if you sign in with your password normally, select "Try another way" and verify your identity using the alternate security contact methods, such as Phone number or email address.
Get the Verification code, enter the code, and see if you can sign in successfully.

Alternatively, go to Android settings > Accounts.
If your Hotmail.com account is in the lists, remove it from there and then add it again.

Once enabled, restart your Samsung device, open Gmail, and add the @hotmail.com account.
