Desktop theme is stuck

Windows10 Pro, current build

I have a winter theme on the desktop. I go to settings and change it but it comes back to the same static winter theme. How to I clear this?

    I googled issue and found process to trigger BIng on/off. Now working

    If the computer is part of a domain, the Domain administrator might have set the theme for you as part of the domain account. You might want to ask the admin to change the theme.

    Make sure your system is activated.
    Try run Windows Update and download and install all updates.
    Restart your PC and try again.
