Regarding copilot licence

I dont have copilot licence. But if i as a maker get one copilot licence and build agents, will the end users who use the applications with agents enables also need to have copilot licence to use those features?

End users do not automatically need a Microsoft 365 Copilot license just because a maker has one and builds agents.

From the documented behavior:

• Users and makers must have a Microsoft 365 Copilot license to extend Microsoft 365 Copilot with agents and to create custom or Microsoft 365 Copilot agents in Copilot Studio.
• For using agents:
  • All Microsoft Entra users with a Microsoft 365 or Office 365 subscription can use Microsoft 365 Copilot Chat at no additional cost and can use agents that are available at no additional cost from the Agent Store, as long as the admin enables them.
  • Access to advanced and custom agents is listed as a benefit of having a Microsoft 365 Copilot license. With a Copilot license, users get “unlimited (including advanced agents like Researcher, Analyst, and custom agents).” Without that license, access to agents is “limited (no advanced agents).”

So, in practice:

• The maker needs a Microsoft 365 Copilot license to build and configure agents for Microsoft 365 Copilot.
• Whether end users also need a Copilot license depends on the type of agent and how it is exposed:
  • If the agent is an advanced/custom agent for Microsoft 365 Copilot, users generally need a Microsoft 365 Copilot license to access those advanced/custom agents.
  • If the agent is one of the no‑additional‑cost agents from the Agent Store that the admin has enabled, users with a standard Microsoft 365/Office 365 subscription (and no Copilot license) can use those, but they won’t have the full advanced/custom agent capabilities tied to the Copilot license.

For a deployment plan, treat the maker’s Copilot license as required for building and managing agents, and plan for end‑user Copilot licenses wherever users must access advanced/custom agents inside Microsoft 365 Copilot.
