    Who exactly should I send a request to in the Partner Center (partner.microsoft.com) using my contract ID so they can officially provide me with an activation key for the downgrade? Who are these "partners"? ...Through Microsoft Partner Support—that’s a very broad term. I want a specific answer.

I need something really simple: to get a key for Windows Server 2019 Standard, but we have a partner license (16 copies) for Windows Server 2025, so I need a key for older versions.
