The error 0xC004E016 occurs because a Windows Server 2025 product key cannot activate a Windows Server 2019 installation. Keys are version-specific, so a 2025 license will only work on Windows Server 2025 media. Microsoft does not provide downgrade keys directly through Partner Center; instead, you must request downgrade rights through your licensing channel. For SPLA, CSP, or Partner Center customers, the process is to open a support request with Microsoft Partner Support and ask for a 2019 Standard MAK key under your 2025 entitlement. They will validate your license and issue the correct downgrade key.
In short, you cannot use the 2025 key on 2019, and the only supported way to obtain a 2019 MAK key is through Microsoft Partner Support. I recommend filing a ticket in Partner Center (partner.microsoft.com) under your agreement ID so they can provide the downgrade activation key officially.
