Disable Windows defender in Windows 11

I'm trying to disable Windows defender in Windows 11 Pro. I have tried to update the group policy editor Computer Configuration > Administrative Templates > Windows Components > Microsoft Defender Antivirus > Turn off Microsoft Defender Antivirus. I was setting it to enabled but when I was closing the group policy editor and opening it back, the setting was back to not configured and windows defender was still running. After that, I went to task manager > Resource Monitor and suspended the MsMpEng.exe process and then the setting stayed on "Enabled". Even so, the windows defender was still not disabled. I have also tried with a registry key DisableAntiSpyware but that didn't work either. I want to mention that "Tamper Protection" was always off and I rebooted the computer after every step.

    Installing third party AV software is one method that turns off Microsoft Defender.
