Cannot sync time with NTP Server

Hello everyone,

I'm using a windows server 2019 to run a website, named "Website"

I have an NTP Server, a Fortigate device which is enable function NTP server, the IP is 10.0.0.254

I create a GPO to apply to servers:

On server "Website" registry:

I query some information about NTP:

I think GPO and NTP Server (Fortigate device) work well, but time on this server still incorrect... :(

it should be 4:36PM 10/9/2021. I also try "w32tm /resync" but still not work:

I also change NTP Server to a PDC server, change GPO to new NTP server but still cannot sync correct time.

    May be simpler to just do;

    w32tm /unregister
    net stop w32time
    w32tm /register
    net start w32time
    w32tm /config /manualpeerlist:<ntp ip address> /syncfromflags:manual /reliable:yes /update
    net stop w32time
    net start w32time
    then check
    w32tm /query /source
    w32tm /query /configuration
