Use these steps to proceed:
- Go through the official Windows developer/Partner Center support entry point
- Open the Windows developer support page for dashboard issues: go to Windows developer support → in the Non-Technical Support–Dashboard section, select Ask Copilot.
- Sign in with the same Partner Center account used for the Hardware Developer Program enrollment.
- When prompted, copy and paste the validation code into the Copilot chat field.
- Provide the exact error text, the reference number, and the transaction ID from the message.
- If Copilot cannot resolve it, it will provide a link to open a support ticket specifically for dashboard/Partner Center issues.
- If still unable to open a ticket from the dashboard
- Use the general Partner Center help route: from the Partner Center, go to the help/support area and request assistance, indicating that enrollment in the Hardware Developer Program is blocked and that dashboard support cannot be accessed because the workspace cannot be selected.
- Include the reference number and transaction ID so support can locate the blocked transaction.
- Do not attempt to re-enroll with different data
- The block is tied to Microsoft’s trust and verification checks; repeatedly resubmitting the same enrollment will not bypass it and may delay resolution.
Until Microsoft support reviews and clears (or confirms) the block, enrollment into the Hardware Developer Program and subsequent driver signing submissions cannot proceed.
