    Hey Sid,

To figure out exactly what is causing this, I need a couple more details.

Where exactly is the file located on your C: drive? If you are trying to pull something from a protected Windows system folder or a different user folder, Windows will often pop that admin prompt even if your account has full administrator privileges.

Also, plug in your USB, right click it in File Explorer, hit Properties, and let me know what it says for File system. Sometimes this happens if the USB is formatted with an NTFS file system that carried over some strict security permissions from another PC.

Reply back with those details and we can figure out the next step.

The most likely cause is that the file or its source location on C: is restricted, not the USB drive itself. Even when signed in as an administrator, Windows can still block copying if:

    1. The file is rights‑managed or otherwise permission‑restricted.
      • If the file uses Information Rights Management (IRM), the owner can prevent copying, printing, or modifying.
      • In that case, File Explorer will show commands disabled or blocked, and copying to USB can be refused even for an administrator.
      • The only fix is for the file’s owner to grant less‑restricted permissions.
    2. The file is in a protected or special state.
      • Files opened in Protected View or coming from certain locations can have restricted actions.
      • Some system or recovery files on C: also require elevated rights or cannot be copied at all.

    To troubleshoot:

    1. Right‑click the file on C: → Properties → check the Security tab.
      • Confirm that the signed‑in account (or Administrators) has Read permissions.
    2. If the file is from email, SharePoint, or another managed source and shows IRM/rights‑management info, contact the sender/owner and ask for a version that allows copying.
    3. Try copying after starting File Explorer “as administrator” (right‑click File Explorer icon → Run as administrator), then repeat the copy.
    4. If the file is a system or recovery file, copy a non‑system test file (for example from Documents) to confirm the USB drive itself is fine.

If the file is rights‑managed and copying is disabled, only the file owner can change that policy.
