Whenever using "Set up a different authentication app" on MFA, it always leads to "The session has expired. Please choose "Back" and try again."

Im using the owner of the tenant, not sure what the issue is. Ive tried revoking, restarting, all diff types of auth and restored to default and tried again, but it always leads to this. It seems like this MFA expires right away. I verified the clock/time on my mac is correct too. Why is this the case?
