Windows activation can fail for several common reasons. Based on the description, the following checks and steps apply:

  1. Confirm the key matches the installed edition
    • A product key for one edition (for example, Windows 10/11 Home) cannot activate a different edition (for example, Pro, Enterprise, or a different version).
    • If the wrong edition was installed, go to Start > Settings > Update & Security > Activation (or System > Activation in Windows 11) and run the Activation troubleshooter. If a valid digital license exists for a different edition, it will offer to switch to that edition.
  2. Make sure the key is not already used on another PC
    • A single retail key can only be used on the number of devices allowed by the Microsoft Software License Terms. If the same key was used on another device that is still activated, activation on the new PC may fail.
    • In that case, a new product key or license is required for the new build.
  3. Check for activation error codes
    • If an error such as 0x803F7001 appears, it usually means Windows cannot find a valid license for this hardware.
    • For 0x803F7001 specifically on a new build, either:
      • Enter a valid 25-character product key, or
      • Purchase a digital license via Settings > Update & Security > Activation > Go to Microsoft Store and follow the prompts.
  4. If the PC is new and has never been activated
    • A completely new custom-built PC has no embedded OEM key. Activation requires either:
      • A valid retail product key that matches the installed edition, or
      • Buying a digital license from the Microsoft Store as described above.
  5. If the key came from another device or a pre-owned PC
    • If the key was from a pre-owned device or a repaired system, it may already be in use or blocked if it was used on more PCs than allowed.
    • In that case, a new product key or copy of Windows is required.

If activation still fails after confirming the edition and entering the key correctly, note the exact error code shown on the Activation page and follow the guidance in the activation error help article referenced below.
