I am the administrator of my PC, but I cannot turn on the location services. I get a prompt that says that my organization must make changes to this setting. It is a personal PC that is not part of any organization.

1

Open the Settings App.

Go to Accounts.

Select Access Work or School, is there is a work or school Email listed there?

If there is any work or school account listed there, select it and choose Disconnect, then restart (not shut down) your PC.

2

If there is no work or school account listed there, use this fix.

Click your Start Button, then just type cmd

On the resulting list, right click Command Prompt and select 'run as Administrator'

Paste each of these commands into Command one at a time and press Enter, wait for each command to complete, before running the next command, if you receive an error on any command, ignore that and continue to the next command.

reg delete "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies" /f

reg delete "HKLM\Software\Microsoft\WindowsSelfHost" /f

reg delete "HKLM\Software\Policies" /f

reg delete "HKLM\Software\WOW6432Node\Microsoft\Policies" /f

reg delete "HKLM\Software\WOW6432Node\Microsoft\Windows\CurrentVersion\Policies" /f

reg delete "HKLM\SOFTWARE\Policies\Microsoft\Windows Defender" /v DisableAntiSpyware

reg delete "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies" /f

reg delete "HKCU\Software\Microsoft\WindowsSelfHost" /f

reg delete "HKCU\Software\Policies" /f

reg delete "HKLM\Software\Microsoft\Policies" /f

Then, close Command Prompt and restart (not shut down) your PC.

On a personal Windows 11 PC, this message usually appears when something outside the normal Settings app is forcing Location services off (for example, a privacy tool or a policy that was set earlier). Use these steps to regain control:

    1. Confirm Location services are available in Settings
      1. Select Start > Settings > Privacy & security > Location.
      2. If Location services is visible but grayed out or shows a message that it is managed by the organization, continue with the next steps.
    2. Check for third‑party privacy tools (common root cause) The behavior described matches a known issue where tools like SpyBot AntiBeacon disable Windows sensors/location and re‑apply the change after reboot, which makes Location look “organization managed” even on a home PC.
      1. Open any privacy/anti‑tracking tools installed (for example, SpyBot AntiBeacon).
      2. Look for settings related to Sensors, Telemetry, or Location.
      3. In SpyBot AntiBeacon specifically, uncheck the sensors settings.
      4. Reboot the PC.
      5. Return to Settings > Privacy & security > Location and verify that Location services can now be turned On.
    3. Turn on Location services and per‑app access Once the external block is removed:
      1. Go to Start > Settings > Privacy & security > Location.
      2. Under Location services, turn it On.
      3. Under Let apps access your location, turn it On for the account.
      4. In the list under Choose which apps can access your precise location, enable only the apps that should use location.

If Location services still revert to Off after reboot, re‑check any privacy/“hardening” tools and disable their location/sensor blocking features, then reboot again.
