    Hello,

Suggest you to run System File Checker scan:

    1. Search for 'command prompt' using Windows Search.
    2. From results, right click on Command Prompt and select Run as administrator.
    3. Type sfc /scannow command and press Enter key.
    4. Let the command complete and then reboot the machine.

If that doesn't works, try these steps:

    1. Search for 'windows powershell' using Windows Search.
    2. From results, choose Windows PowerShell and select Run as administrator.
    3. Then type/paste following and press Enter key:

    Repair-WindowsImage -Online -RestoreHealth

    1. Let the command complete, restart your system then.

Let us know if this helps!

This problem is usually caused by a Windows update that may have corrupted the system files.

    1

Press the Windows Key + i, that should open the Settings App.

Go to Windows Update - Update History, then scroll down to the bottom of that window and select 'Uninstall Updates'.

Check if you can uninstall the latest update from there.

    2

If that option is not available or does not resolve the problem.

Press the Windows Key + R to open the Run dialog.

Type rstrui into the dialog box, then click OK

That should open the System Restore utility.

Check if you have a restore point available dated before the problems with the taskbar started to occur.

Use the following steps to restore responsiveness of the taskbar and Start button.

    1. Restart Windows Explorer
      1. Right-click the taskbar and select Task Manager.
      2. In the Processes tab, find Windows Explorer.
      3. Right-click Windows Explorer and select Restart.
      4. After Explorer restarts, test the Start button and taskbar icons again.
    2. Sign out and sign back in
      1. Save any open work.
      2. Press the Windows logo key on the keyboard.
      3. Select the account picture in the upper-right corner of the Start screen and choose Sign out.
      4. Sign back in and check whether the taskbar and Start button respond.

If the issue recurs frequently, a repair or reset of Windows may be required, but first confirm whether restarting Windows Explorer or signing out/in restores normal behavior.
