OneNote Storage Error

My OneNote and OneDrive keep telling me it cannot sync or backup because I am out of storage. I have only used 10.9GB out of 1 TB of storage. What is actually full is the free 5GB. I am logged into the correct account. If I click the get more storage or help or anything, it takes me to my account where the available storage shows. I have uninstalled, reinstalled, logged out and back in many times. NOTHING is fixing it and I am getting quite angry at this point and very much considering just cancelling the stupid subscription and going back to the free service my school offers. This is ridiculous.
