As discussed in private chat, please try logging in using the EXT (external) email account:
- Open an InPrivate/Incognito window and go to https://admin.cloud.microsoft.com
- Sign in with: EXT mail
- Use Forgot password, complete the CAPTCHA, and reset using the OTP sent to your email.
- After resetting, log in again with the same account and check if you can access the portal without MFA prompt.
