Cannot activate Windows 11

Hi, I need help with Windows 11 Pro activation. I have a digital license that was working on my Gigabyte BRIX (i5-1135G7) until 3-4 days ago. My SSD failed and during troubleshooting the CMOS battery was also replaced. I installed Windows 11 Pro on a new SSD using a recovery USB from the previous installation. Same physical hardware except SSD.

Any attempt to activate Windows fails with error 0x803F7001. License channel is OEM_DM. The activation troubleshooter shows no devices. When I select "I changed hardware recently", it returns "...our servers aren't available right now". After entering the Installation ID, your support site returns "Installation ID was unable to be validated."

    Activation page shows an error code 0xC0044F213. slmgr /ato returns the error code 0x803F7001 — no product key on device, no digital entitlement found. Why do I have two Windows devices in my account, but can use only one of them? Why does your troubleshooter not see any of them?

    I have a disk with code for Windows 7, but I don't remember where it is. I am sure my previous installation was with digital activation. I see my Brix device in my account, but your troubleshooter doesn't work. I don't intend to buy one more license for the same hardware. Better to go to Linux.
