The errors are caused by capacity/geography constraints and by the Dataverse environment not being correctly linked/configured for Fabric in the target workspace.
From the documented behavior:
- Capacity must match the Dataverse environment geography
- Link to Fabric requires a Power BI Premium or Fabric capacity in the same geography as the Dataverse environment. Initially it enforced same region, and after April 30, 2024 it enforces same geography instead of region.
- If the capacity is not in the required location, workspace creation and link setup can fail with errors like the ones seen.
- The error table states: “You must have Power BI premium or Fabric capacity in the same region {Region}. You can also get a Fabric trial. You won't receive this error after April 30, 2024. Instead, you're shown an error if you don't have capacity in the same geography.”
- Dataverse environment must be properly configured and linked
- The 404 error “This Dataverse environment does not appear to be configured for use with Fabric” indicates that the environment is not fully configured for Link to Fabric for that workspace/lakehouse.
- Link to Fabric is created and managed from Power Apps → Synapse Link (formerly Microsoft OneLake link). The wizard must complete successfully to create the Fabric workspace, lakehouse, and shortcuts.
- If the initial creation fails (for example, due to capacity/geography issues), the lakehouse will not be correctly wired to Dataverse, and direct shortcut creation from Fabric will fail with the 404 message.
- Role and permission requirements
- To link to Fabric, the user must:
- Have the System Administrator security role in Dataverse.
- Be a Power BI Capacity Administrator or have contributor access to a capacity in the same geography as the Dataverse environment.
- Have permission to create workspaces in Power BI Admin portal (Tenant settings → Workspace settings → Create workspaces).
- If workspace creation in Fabric fails, the troubleshooting guidance is: “Creation of Fabric workspace failed. You can try again. If this issue persists contact Microsoft customer support with the correlation ID.”
- To link to Fabric, the user must:
- Dynamics 365 Finance and Operations tables behavior
- When creating a Fabric link, only non‑system Dataverse tables with Change tracking = Yes are auto‑selected.
- Finance and operations apps tables are not auto‑selected. They must be added via Manage Tables in the Microsoft OneLake/Azure Synapse Link profile after the link is created.
- If the base link to Fabric is not successfully created, F&O tables cannot be added.
To create the link to Fabric successfully for this environment:
- Verify capacity geography
- Confirm that the F128 Fabric capacity is in the same geography as the Dataverse environment. If it is in a different geography, create or use a capacity in the correct geography and retry the Link to Fabric wizard from Power Apps.
- Recreate the link from Power Apps
- In Power Apps (make.powerapps.com), go to Synapse Link.
- Start the Link to Fabric wizard for the Dataverse environment.
- Ensure the selected workspace is backed by the correct Fabric capacity (same geography) and that the user has contributor or capacity admin rights.
- Complete the wizard so that the workspace and lakehouse are created and initialized. Do not create shortcuts directly from Fabric until this completes.
- Wait for initial sync and fix “Unidentified” tables if needed
- After creation, it can take up to 60 minutes for initial sync and conversion to Delta Parquet. During this time, tables may appear as unidentified in the lakehouse.
- If tables remain unidentified for several hours, go back to Synapse Link in Power Apps, select the Microsoft OneLake/Azure Synapse Link profile, and choose Refresh Fabric Links to refresh table metadata.
- Add Dynamics 365 Finance and Operations tables
- Once the link is healthy, open the Microsoft OneLake/Azure Synapse Link profile in Power Apps and use Manage Tables to add the F&O tables. They are not auto‑selected.
- If workspace creation still fails
- Confirm with the Power BI tenant admin that the user is allowed to create workspaces (Power BI Admin portal → Tenant settings → Workspace settings → Create workspaces).
- If the error persists after verifying geography and permissions, follow the guidance to contact Microsoft customer support with the correlation ID from the failure message.
