Game sharing DLC

Question

My partner and I share one Xbox x and I love playing Police Simulator late last year after making his Xbox my home Xbox so that I can play his games and he mine. I was able to access all his dlc content for police simulator. I stopped playing for a while until the new contraband pack came out and he bought it using his account. He installed in onto both the internal and external hard drives, and he played it and it was fine. But when I tried to play it i couldn’t get the dlc and any of the other dlc that I had already played like the vehicles, clothing customisation etc. I don’t know what is going wrong I’ve been keeping his account signed in and made sure that his Xbox is my home one but that’s not worked. Any idea on why all of a sudden I cannot access the dlc?
