Key points from the offer behavior:
- The startup credit offer is only available for:
- New Azure customers, and
- Using a personal Microsoft Account (MSA), not a work/school account.
If the account already has any existing Azure subscription (including a past free trial or other offer), the startup credit offer cannot be redeemed on that same MSA.
- When the eligibility error appears, the documented checks are:
- Confirm sign-in is with an MSA, not a work/school account.
- Ensure there is no existing Azure subscription on that MSA. If there is, the account is not eligible for the startup credit offer.
- Startup credits cannot be transferred or merged:
- Credits are tied to the MSA used during redemption and cannot be moved to another MSA.
- Credits also cannot be shared or applied across multiple accounts.
- For Microsoft for Startups / Investor Offer credits:
- Once the Azure credit offer is activated, management of the subscription and resources is done in the Azure portal.
- If there is uncertainty about which account was used or a need to move credits, the documented path is to submit a support ticket to the Microsoft for Startups support team and request an entitlement transfer.
Given the above, the only supported remediation paths in documentation are:
- Verify eligibility conditions on the affected MSA
- Confirm the sign-in is with the personal Microsoft Account (MSA) that was accepted into the startup program.
- Check whether that MSA already has any Azure subscription. If it does, it is not eligible for the startup credit offer, and the credits cannot be applied to that same MSA.
- If the wrong account was used or credits need to be moved
- If credits were or should have been associated with a different account, submit a support ticket to the Microsoft for Startups Program Support Team and request an entitlement transfer.
- If it is unclear which account is tied to the credits, submit a support ticket asking the Microsoft for Startups Support Team to identify the correct account.
- Use Azure support included with the startup credits
- The startup credit offer includes a Basic support plan for the Azure Sponsorship subscription; after verification and unlocking higher credits, a Developer support plan is provided.
- Use Azure support (via the Azure portal) or Microsoft Q&A for break-fix and subscription issues related to startup credits.
Manual overrides, direct unblocking of eligibility, or out-of-band activation of credits are not described as self-service options in the documentation. All such issues are routed through:
- Azure support (for subscription/eligibility issues), and
- Microsoft for Startups Program Support Team (for entitlement transfer or account/offer alignment).
Following the documented guidance:
- Confirm that the Outlook.com address is an MSA and that it does not already own an Azure subscription.
- If it does have a subscription, use the Microsoft for Startups support channel to request an entitlement transfer to a new eligible MSA.
- If the account should be eligible but is blocked, open a support ticket (Azure support and/or Microsoft for Startups Support Team) and reference the startup credit offer and the eligibility error so support can correct the entitlement on the backend.
