Windows 11 wrong password

Hello !

My brother entered wrong password several times on windows 11 and it asked me to wait for 2 hours and then try again I waited 2 hours then tried again but it still shows the same error I tried clicking on forget password but i dont have the email that I used to create my microsoft account neither the phone number so I cant receive the code

1. Was the PC left fully powered ON (not restarted, not sleeping) for a full 2–3 hours?
2. Did the screen ever go black, sleep, or get shut down during the wait?
3. Did anyone try entering the PIN again during the waiting period?
4. Is this a personal PC, or was it set up by a school, workplace, or repair shop?
5. Has the Microsoft account ever been recovered or reset before?
6. Was the account originally set up with a PIN only, or was a password used before?
