In my outlook desktop, when I open the calendar it will open with 12am at the top rather than the start of my work day, which is set as 9am in Outlook. Checking Microsoft forums i see this is a common issue

In classic Outlook for Windows, the calendar time grid always starts at 12:00 AM. The “Work time” settings only mark which hours are considered working hours; they do not control which time appears at the top of the calendar view. This is why the calendar still opens with midnight at the top even though the work day is set to start at 9:00 AM.

What can be configured:

  1. Adjust work hours and work days
  • Go to File > Options > Calendar.
  • Under Work time:
    • Set Start time to 9:00 AM.
    • Set End time to the end of the work day.
    • Select the check boxes for the days that are part of the work week.
    • Optionally set First day of week and First week of year.
  • Select OK.

These settings affect features such as the Work Week view and scheduling, but they do not move 9:00 AM to the top of the time grid.

  1. Use Work Week view and zoom/scroll
  • In Calendar, on the Home tab, in the Arrange group, choose Work Week to focus on work days.
  • Use the Zoom control at the bottom of the calendar to change how many hours are visible at once, then scroll down so that the work hours (for example, 9:00 AM–5:00 PM) occupy most of the visible area.

There is no supported Outlook setting in the provided documentation that changes the calendar so it automatically opens with the work-day start (such as 9:00 AM) at the top instead of 12:00 AM.
