If Word opens but all options are grayed out, the most common causes are Office not being activated/ Word running in Reduced Functionality Mode/ or a sign-in/licensing issue. Try signing out and back into Office, then go to File → Account and verify that Office shows as Activated. Also try opening Word in Safe Mode (winword /safe) to check if an add-in is causing the issue.

License is valid , not getting any error message. I was trying to use mailing to create labels. Had to open a document, then it let me create labels.

Most actions in Word require that you do have a document open; otherwise, options are greyed out.

If all the menu's in Word are grayed out, that may indicate that Office is not activated, is there an notification about a problem with the Office licence?

    2

    Open Word.

At the top right of Word, log out of Office.

Restart (not shut down) your PC, then log back into Office, is your licence/subscription then recognised correctly.

    3

If not, log into your Microsoft account on this link, is your Office licence listed correctly there, or if that is a subscription, check the expiry date listed on your subscription, is that listed correctly.

If not, go to the Payments and Billing section, is it indicated your payment has been processed correctly.
