"Restart" doesnt work

Hello, my problem is, that "restart" doesnt work. It looks like it almost shuts off, screens go black but lights in pc are still on, and its stuck at that point, if i dont force the shutdown with power button.
I took a look into even viewer and the error that occured the most, was 7000 source:Service Control Manager
i tried to to check drivers, i have a AMD Ryzen 5 7500F with the latest driver.
I wanted to look at AMD Master, but it always tells me Error: 127
sc start AMDRyzenMasterDriverV31 gives me the Error 577.
My PC isnt really old, idk what to do :D

Edit: Also during "restart" the dram led on the mainboard stays orange. Normal shutdown and boot works tho.

    Open the old Control Panel (not the settings app)

    At the top of the old Control Panel, set view to icons

    Open Power Options

    On the left, click 'Choose what the power buttons do'

    At the top right, click 'Change settings that are currently unavailable'

    Under 'Shutdown settings' disable 'Turn on fast startup'

    Save that and close Control Panel

    Then check if that resolves the problem.
