Please try to delete corrupted theme cache

Press Windows + R and enter:

    %LocalAppData%\Microsoft\Windows\Themes

    Delete:

    TranscodedWallpaper

    anything inside CachedFiles

Make sure not to delete the entire Themes folder.

Then restart the PC and set the solid color again.

    Hi, good day!

    • When was the last time it worked properly?
    • Have you made any changes to your computer recently?
    • Have you installed any third-party theme customization apps?

Please try to Disable Theme Sync

Windows can re-download themes and wallpapers from your Microsoft account.

Open Settings > Accounts > Windows backup

    Turn OFF ""Remember my preferences"

I look forward to receiving your update and I'm willing to collaborate with you till we resolve the issue. Do keep me informed by clicking "Add comment" below instead of Yes or No button.

To keep the desktop background as a solid color and stop it changing back, set it through Windows Settings and verify that no slideshow or Spotlight feature is enabled.

    Follow these steps:

    1. Open Settings.
    2. Select Personalization.
    3. Select Background.
    4. Under Personalize your background, choose Solid Color.
    5. Pick the desired color.

    Also make sure:

    • Picture, Slideshow, or Windows spotlight are not selected under Personalize your background.
    • If using a slideshow or Spotlight previously, switch to Solid Color as above so Windows does not rotate images anymore.

After this, the desktop background should remain the chosen solid color.
