Regarding your concern, could you please clarify whether the file was shared with you by another user, or if it is a newly created file that you created directly in Excel or PowerPoint on the web? If the file was shared with you, its behavior will depend on the permission level granted by the owner. In this case, you can ask the file owner to re-share the file with Edit permissions.
If the file was newly created or is stored in your own OneDrive or SharePoint site, could you please confirm whether this issue occurs with all existing files in your OneDrive or SharePoint? Additionally, please provide a screenshot showing the View Only status.
Furthermore, may I confirm the type of subscription associated with your tenant? As an administrator, you can verify that the subscription is active and that a valid license is assigned to your account by opening Your products - Microsoft 365 admin center. If the subscription is deactivated or no license is assigned, the account may be placed in read-only mode. In such cases, you would need to purchase or assign the appropriate license.
