Shift then Capslock

I have to click shift then I can enable or disable capslock. And I have tried the advanced keyboard settings and setting only capslock but it still makes me click shift. What can I do other to fix it ?

    I have to click shift then I can click caps lock. So if I don’t click shift then caps lock won’t enable

    Hello

    Can you clarify a bit further -

    Are you saying caplocks only works if you click on Shift key first, then press the Capslock key. Or are you saying the Shift key is acting like Capslocks key?
