Deviced management could not be enabled

Hi Team,

We are facing an issue while enrolling a Windows device into Intune. During Entra ID join (Access work or school → Connect → Join this device), we receive the error:

“Device management could not be enabled.”

We have verified:

• MDM user scope = All
• Valid Intune license assigned (business primum)
• Correct enrollment method used
• Device limit is sufficient

The device is running Windows 11 Home Single Language (22H2).

Based on our analysis, Windows Home edition does not support Entra ID join or Intune enrollment, which appears to be the root cause. WIP settings are enabled but seem unrelated.

Could you please confirm:

• Whether this error is expected for Windows Home devices?
• If upgrading to Windows Pro or above is required for enrollment?

The behavior is expected for Windows Home and Windows 11 Home Single Language.

From the documented limitations:

• Connecting a device to Microsoft Entra ID (Entra ID join) is not available on Windows Home edition.
• The device must be upgraded to Pro, Enterprise, or Education to connect to a Microsoft Entra domain and, in the typical flow, to enroll via that join path.

Therefore:

• Yes, this error is expected on Windows Home when attempting Entra ID join / Intune enrollment through Access work or school → Connect → Join this device.
• Upgrading the device to Windows Pro or higher is required to use Entra ID join and the associated Intune enrollment path.

WIP (Windows Information Protection) and the other settings verified (MDM scope, license, device limit) do not change this edition requirement.
