Thanks for the clarifications.

The red message may mean that your system has corrupted or missing files. This is probably why nothing you've tried has helped solve the problem.

I suggest you perform an In-place Upgrade. This procedure reinstalls Windows, which helps to fix problems.

It's a simple procedure, and you have the option to keep files, settings, and apps. Therefore, all your data is kept.

Download the ISO file to perform the procedure:

  1. Access the link below;

https://www.microsoft.com/en-us/software-download/windows11

  1. Under Download Windows 11 Disk Image (ISO), click Select download and select Windows 11 (multi-edition ISO for x64 devices);
  2. Click Download;
  3. Choose the language and click on Confirm;
  4. Then, click 64-bit Download.
  5. Wait for the download to finish and proceed to the procedure below.

After downloading the ISO, do the following:

  1. Double-click the ISO to run;

(After running the ISO, you may need to double-click the Setup file to start the procedure.)

  1. On the Install Windows 11 screen, uncheck I want to help make the installation of Windows better and select Change how Windows Setup download updates;
  2. On the next screen, select Not right now and click Next;
  3. Accept the terms of use;
  4. On the Ready to install screen, select Choose what to keep and select what you want to keep.

(It is in this step that you must select Keep personal files and apps so that all your data is kept.)

  1. Click on Install and wait for the procedure to finish. Your computer may restart several times.

After the procedure is complete, check if the Microsoft Store opens correctly.

If you get any errors or the problem persists, please let me know.

Thanks for the clarifications.

Many other factors can cause this behavior. Therefore, I think it's a good idea in your case to start with the standard procedures for this type of problem before trying anything more complex.

Close the Microsoft Store before doing the procedures to avoid errors.

Clear your Microsoft Store cache:

  1. Press "Windows + R";
  2. Type WSReset.exe ;
  3. Click OK.

See if the mentioned problem is fixed.

If the problem persists, reset the Microsoft Store app:

  1. Press "Windows + I" and select "System > System Components";
  2. Look for "Microsoft Store", click on the three dots, and select "Advanced Options";
  3. Under "Reset", click "Reset" and click "Reset" again.
  • Also, try the "Repair" option in the same place if Reset doesn't work

If it persists, re-register the Microsoft Store.

  1. Press "Windows + X" and select "Terminal (Admin)";
  2. Type or paste the following command and press Enter:
Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Note if the command will run correctly or will have a red message.

  1. Restart (not shutdown) the PC.

If the behavior persists, please let me know, and I will provide another method.

To be able to assist you better, please clarify the following:

  • Do you have a third-party antivirus installed? If yes, which one?
  • Do you have any VPN software installed? (Even if it's not running at the moment) If yes, which one?

Also. What is the version and "OS Build" of your Windows 11?

  • Press "Windows + R", type winver, and click OK.

If you prefer, share a screenshot. Use the shortcut "Windows + Shift + S" to use the screenshot tool.
