Microsoft introduced new design principles and it is not just related to the performance and other factors are involved. Normally, newer processors are supported and we have seen cases like a CPU with higher performance is not supported compare to newer one with lower performance. However, you are may open the start and search for feedback and open the Feedback Hub app and file a suggest and request this processor to be supported or upvote existing one.
Why do Ryzen 3 2200U isn't supported by Windows 11?
Ryzen 3 3200U is listed in the supported AMD CPU's list while 2200U isn't. Both the CPUs are quite similar in performance and it meets the minimum requirements for the upgrade. Then what's the reason?

Some 7th generation and all 8th generation Intel processors & their equivalent AMD processors are supported for Windows 11. This has been finalized by the PC OEM & Microsft for enhanced security and performance.
