Help for to assign access

Hi,
I have one department group of users whom we need to give access to install software. Right now we have restricted access for non admin users. How can we provide this access to non admin users? Is there give this with GPO? If there is no option and we need to give admin access, how can we do without security compromise? The security is main concern. End users have Windows 10 OS.

    You can use GP to publish a list of pre-approved software that users can install when they need it. There are three methods for assigning software: assign to users on-demand, assign to users, or assign to computers. The best solution is to define the applications that they need and then to deploy those applications to them. You can use SCCM, Group Policy, scripts, etc to achieve this.
