Well, I went digging through every screen under my Azure subscription and finally found an odd entry under "Resource locks".
Not sure how it got there, but once I deleted it I was able to create Resource Groups and the Static Web App I initially was trying to create.
Cannot create resource groups
I am not able to create an Azure Static Web App because the new Resource Group is flagged read only.
If I try to create just a Resource Group I get this error message"
{"code":"ScopeLocked","message":"The scope '/subscriptions/f379c265-9037-460b-a763-468bbaeed89a/resourceGroups/test' cannot perform write operation because following scope(s) are locked: '/subscriptions/f379c265-9037-460b-a763-468bbaeed89a'. Please remove the lock and try again."}
I have a Visual Studio Professional Subscription and am trying to use the Azure $50 monthly credit that comes with it, but it seems that I cannot create anything under Azure.
Is there something I am missing to use Azure with my VS subscription?
Thanks.

Se debe eliminar cualquier tipo de bloqueo de grupo de recursos o recursos para realizar alguna modificación, aunque dependerá del tipo de bloqueo configurado.
