You need one of these roles on the subscription to open a support ticket:

Owner, Contributor or Support Request Contributor If you only have Reader access (or a custom role without Microsoft.Support/*), the “New support request” option will be disabled or hidden. Ask your subscription admin to assign you the correct role.

If you’ve followed those steps and still can’t see or submit a ticket, please let us know:

What exact error or behavior you see when you click “New support request”?

A screenshot of the Help + support blade (with any errors)

Confirmation of which subscription you’re targeting and your Azure RBAC role on it

That info will help us pinpoint the hiccup.

Hello Michael E

The Developer Support plan no longer provides the ability to create technical support tickets in the Azure portal. Microsoft has recently changed the Developer plan so that technical issues are handled through Microsoft Q&A with prioritized responses from support engineers, instead of email/phone tickets. This is why the portal is redirecting you to Q&A even after upgrading your plan.

You can still create support requests for Billing, Subscription Management, or Quota increase issues these remain free for all customers regardless of support plan and will continue to work through the Azure portal.
