Hello, thank you for reaching out to Microsoft Q&A.

If the NGC folder becomes corrupted, Windows loses access to your stored PIN data and displays the message: 'Something happened and your PIN isn't available'. So,

Delete the Contents of the NGC folder and try resetting your PIN again.

    1. Navigate to the following folder -

C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft Note - The AppData folder will be hidden, select view > hidden items check box.

    1. Right-click on the NGC folder and choose Properties from the menu that appears.
    2. Navigate to the Security tab and click on the Advanced button.
    3. Locate the Owner section at the top of the window and click on Change.
    4. In the Enter the object name to select field you will need to type the user name of your account on that device, (which should be an administrator level account) and click on Check Names. If you are unable to find it, select advanced, find now > Select the admin account.
    5. when it finds your account select OK.
    6. Your account should now show against Owner.
    7. Check the checkbox next to Replace owner on subcontainers and objects and click on Apply and OK.
    8. Now you should be able to enter the NGC folder.
    9. Once you have opened the NGC folder select All files and folders in it and delete them.

Once the files and folders are deleted from the NGC folder, go to Settings > Sign-in options and reset your PIN.

For your reference, see "Method 5: Delete everything from the Ngc folder" in the related article below.

On Windows 11 Home, the PIN and Windows Hello options can be unavailable (greyed out) when certain policies or configuration conditions are not met.

For domain-joined or policy-managed devices (for example, work or school PCs), the following can cause the PIN option to be unavailable:

    1. Both “Use Windows Hello for Business” and “Use Convenience PIN” policies are enabled, but the device is not joined to Microsoft Entra ID (Azure AD) in any way.
      • In this case, to allow a PIN on a non–Microsoft Entra–joined device, the configuration must be:
        • “Use Windows Hello for Business” policy: not enabled.
        • “Turn on convenience PIN sign-in” policy: enabled.
    2. Windows Hello for Business is enabled without the necessary infrastructure (for example, device registration in Microsoft Entra ID or proper device registration policies). This prevents PIN creation by design.

If this is a personal/home PC that is not joined to a domain, but is managed by an organization (e.g., via work account or MDM), these policies may still be applied by the organization. In that case, only the admin/IT managing the device can adjust those policies so the PIN option becomes available again.

If the device is not managed by any organization and is purely a home PC, check whether it is joined to a domain or work account and remove that join if it is not needed; then ensure only the convenience PIN option is enabled as described above.
