Windows 11 Activation Failure

I replaced my motherboard and my failing SSD. I had to reinstall Windows 11 on the new SSD. When I enter the same product key I had before the swap, it gives me an error code: 0xC004C060.

The computer originally had an OEM license tied to the motherboard, starting with Windows 10, and an in place upgrade to Windows 11. I know swapping hardware can cause this, however the activation troubleshooter is not solving my issue.

Is there a way to reassign my original OEM key to my Microsoft account? Or do I need to purchase a new copy of Windows entirely?

If you originally had an OEM Windows licence stored on the first motherboard, that is causing the activation error.

An OEM licence does not have transfer rights to another motherboard or PC, and the free upgrade from Windows 10 to 11 only upgraded the OEM licence, it does not change it to a full retail licence that has transfer rights, the free Windows 11 upgrade licence dies with the original motherboard, you will need to purchase a new Windows licence to activate Windows on the new motherboard.

Error 0xC004C060 indicates that the product key being entered can no longer be used to activate Windows. For OEM licenses tied to the original motherboard, replacing that motherboard typically breaks the license association, and the key is treated as invalid for activation on the new hardware.

Key points from the error and scenario:

    1. The 0xC004C060 error means the key cannot be used to activate Windows anymore. The guidance for this error is to either enter a different product key or buy a new one.
    2. OEM licenses are normally bound to the original device (especially the motherboard). A significant hardware change such as a motherboard replacement means Windows may not find a matching license, and OEM keys generally are not transferable to new hardware.
    3. The Activation troubleshooter provides an exception path for transferring a license after a hardware change only when a valid transferable digital license is associated with a Microsoft account. For OEM keys that are no longer valid (as indicated by 0xC004C060), the documented resolution is not to reassign the OEM key, but to use a different valid key or purchase a new license.

Based on the documented behavior for 0xC004C060 and OEM licenses:

    • There is no supported way to reassign that original OEM key to a Microsoft account and use it to activate on the new motherboard once it is marked invalid.
    • To activate Windows 11 on the new hardware, a new valid product key or license is required.

    To proceed:

    1. Open Start > Settings > System > Activation.
    2. Use Change product key if there is another valid Windows 10/11 key available.
    3. If no other key is available, select Go to Microsoft Store from the Activation page to purchase a new Windows license and activate. Open Activation settings

If there is any doubt about the license type or further activation issues, contacting customer support is also recommended.
