I don't know but when run chkdsk C: /f and reboot ,I get BSOD with code KERNEL_SECURITY_CHECK_FAILURE (0x139)

Search for msinfo32.exe in the search bar, take a screenshot, and post it here so we can see the correct laptop model or desktop configuration.
Access the c:\windows\minidump folder, copy the files to your desktop, then upload them to OneDrive or Google Drive and post the link here for analysis.

If it's possible it's a hardware failure, do the following: download CrystalDiskInfo (it's free) and check the health of your SSD.
Follow these steps:
Open the command prompt (admin) and run the commands: sfc /scannow and dism /online /cleanup-image /restorehealth. Wait for the process to finish and restart the computer.
Take a screenshot and post it here from CrystalDiskInfo.

It seems normal, but you're on the Insider version (Windows preview version). These versions can come with bugs since they haven't had feature testing and fixes or implementations yet, which can cause these problems.
Are you using the Windows Insider preview version or did you sign up accidentally?
Could you take a picture of the BSOD?

If you want to free up some of the available space for another partition, try using the MiniTool partition wizard.
If that fails, disable Secure Boot and try again.

I have enabled dump display now and when I tried resize using Paragon Partition Manager (17.45.0) I got same code
I check the dump files and see that crash of Paragon and chkdsk is from vhdmp.sys

If you're resizing it and it's a virtual VHD, why not try resizing it through the devdriver itself? The same problem occurs in that case.

but I'm resizing my real NVMe drive,not DevDrive.
Even if it's not related to the virtual disk, it still crashes because of that driver.

This is probably because the VHD is linked to the disk and is protected to prevent resizing, which is why the kernel fails.
Since the Devdriver is the problem preventing its use, unfortunately I don't know how to work around it other than disabling the Devdriver, but in doing so you lose WSL.
Do you want to resize it using another SSD to increase the size of the main SSD?
Because you could try resizing it through the Windows Task Manager.

Be careful if you've attached a WSL devdrive; you might end up losing access to the installed WSL OS. Don't do this if you have something important on it, and I'm not sure if it will work.

It's working now,Actually,DevDrive is just a feature in Windows 11 to create a Virtual Hard Disk for Developer, not related to wsl so it's ok
