Just to confirm, are you referring to the Outlook app or the Phone Link app when syncing contacts from your iPhone?

After you’ve successfully paired your iPhone with your Windows desktop using the Phone Link app, you’ll need to grant permissions for Phone Link to sync your contacts and display call history on your PC.

If you haven’t granted these permissions, go to Bluetooth settings on your iPhone, select your desktop name, and turn on the toggle for Sync Contacts. Make sure All Contacts is selected. You can also enable Phone Favorites and Phone Recents if you want.

Once this is done refresh the Phone link app and then you can use the dialer search bar in the Phone Link app to search for your contacts, and the results should be displayed.

To sync iPhone contacts into the Outlook app so they appear in Outlook/People:

1. On the iPhone, open Settings > scroll down and tap Outlook.
2. Turn on Contacts and Background App Refresh.
3. Open the Outlook app.
4. Go to Settings (tap the profile icon, then the gear).
5. Tap the email account to sync.
6. Turn on Save Contacts.

This pushes Outlook contacts into the iOS Contacts app and lets Outlook use contacts stored on the phone. New contacts and edits should be made in Outlook; changes made only in the iOS Contacts app will not sync back to Outlook and can be overwritten.

If the goal is to use phone contacts inside Outlook (without changing them), Outlook automatically uses contacts stored locally on the phone under the People tab after installation.
