Migration of local files to SharePoint

Hi,

I need to transfer user data on their local drives to SharePoint. I've looked at using the 'Migration Manager Agent' via SharePoint Manager. Is this the correct way to do it and can you do a bulk import of each user data to specific locations in SharePoint. Will I have to use the JSON or CSV option within the Sharepoint Migration Manager? Or what is the best way to migrate the data?
Can the agents be installed automatically via Intune as well without user interaction?

    I would check SharePoint Migration Tool for that since based on migration guide (File share to OneDrive and SharePoint migration guide) with FastTrack MS service included to M365 subscription it will have no cost:

    No cost; included in your Microsoft 365 subscription

    Based on your description, I understand that you want to sync users from Active Directory to Azure AD.

    You could use Azure AD Connect syncs data from on-premises Active Directory to Azure AD.
