Taskbar apps loading but no display

No apps will display on screen whatsoever, I've tried all normal troubleshooting possibilities that they are popping up in a ghost screen or separate display, whether it's the settings menu, command prompt, powercell or even the task manager, nothing displays, but the icons are working and showing me what I should be seeing if the display was working, all desktop icons are missing even though checked to show them, not even the login screen will show but I can type my password in to display the desktop screen blindly, any new ideas? And in the name of all things sacred yes I have turned everything possible on and off again several times, shout outs to the I.T Crowd fans out there

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

    Please try each option one at a time, then see if Windows will boot to a stable system.

    Go to Troubleshoot - Advanced Option - Startup Repair

    See if Windows startup can repair itself

    Go to Troubleshoot - Advanced Option - System Restore

    Check to see if you have a restore point you can go back to dated before the problem started.
