The screen has permanent blur, overall, all the video material is blurred, games, videos, apps and icons in Windows, simply there is a permanent blur that is present all the time, even during the boot screen the content on the display is slightly blurred. This issue affects the hardware itself. Whether it is a gpu or some other type of component, is unknown to me, for I never been able to identify what specifically is causing the problem. All that I know is that the issue persists and that a new fresh install of any version of Windows is not solving the issue. The Windows works normally though, no errors or crashes at all. The issue can be best described as some type of slight interference that is constantly present on the screen of the affected device.
