Blurred screen

The screen has permanent blur, overall, all the video material is blurred, games, videos, apps and icons in Windows, simply there is a permanent blur that is present all the time, even during the boot screen the content on the display is slightly blurred. This issue affects the hardware itself. Whether it is a gpu or some other type of component, is unknown to me, for I never been able to identify what specifically is causing the problem. All that I know is that the issue persists and that a new fresh install of any version of Windows is not solving the issue. The Windows works normally though, no errors or crashes at all. The issue can be best described as some type of slight interference that is constantly present on the screen of the affected device.

It is highly unusual for a Windows ISO to infect hardware. Have you tested a PC with a completely different monitor, cable, and power source? Does the blur appear in BIOS/UEFI settings menus themselves?

    Hi! Let me help you.

Can you please connect an external monitor and see if the blur extends to the 2nd monitor?

If it does, then the issue is with the graphics card. You may try to update the display driver. If done and still the same, contact the hardware support for your device for possible hardware repair/replacement

If it doesn't, the issue is with the LCD alone and will need a thorough check from a professional hardware technician.

The described behavior indicates a hardware-related issue rather than a Windows or driver/software problem, especially because:

    • The blur is visible from the very first boot/BIOS screen.
    • It persists across fresh installs and different Windows versions.
    • Windows runs without crashes or errors.

Based on the provided context, similar persistent and non-software-resolvable issues (for example, LiveKernelEvent 1b8 watchdog errors and repeated WinSxS corruption) were ultimately traced to failing hardware such as GPU, thermal problems, or SSD/controller faults rather than Windows itself.

For a permanent blur visible even in firmware/boot screens, the most likely hardware causes are:

    1. Display panel or monitor hardware fault (panel, internal scaler, or cable inside the display).
    2. GPU output stage or video signal path issue (e.g., damaged GPU, VRAM, or output port).
    3. Signal/cable problem between GPU and monitor (damaged HDMI/DisplayPort cable, bent pins, bad adapter).

Because the issue appears before Windows loads, changing Windows settings, reinstalling, or updating drivers will not fix it. The next steps should focus on isolating the failing component by substitution tests:

    • Test with a different monitor/display.
    • Test with a different cable and port (HDMI vs DisplayPort, different GPU port).
    • If possible, test the GPU in another PC or test the PC with a different GPU.

If the blur remains on any monitor and cable when using this PC, the GPU or motherboard video output is the likely cause. If the blur disappears when using a different monitor or cable, the original display or cable is faulty.

Once the faulty component is identified, replacement of that hardware is the only reliable fix; Windows configuration changes will not resolve a blur that is present at the BIOS/boot level.
