    Open the Settings App.

Go to Privacy & Security - Camera

In there, is the Webcam enabled, and if so, in the list of apps, is the app that is producing that notification enabled to allow it to access your webcam?

If those settings are enabled and you still cannot use the webcam, open the built-in Camera app in Windows.

In that app, is your webcam working, or is there an error message, or camera icon with a line through it?

    If so:

Look at the function keys (F1 - F12) on your keyboard, if one of them has a camera icon, press that key or Fn + that key to unlock the webcam.

If that was not the problem, look at the camera lens above your screen, is there a small privacy slider that needs to be opened to access the webcam?

Change the Windows 11 privacy settings so apps are allowed to use the camera and microphone, then check the app’s own permissions.

Follow these steps for the camera:

    1. Select Start > Settings > Privacy & security > Camera.
    2. Make sure Camera access is turned On.
    3. Make sure Let apps access your camera is turned On.
    4. In the list under Let apps access your camera, turn On the specific app that is showing the message.
    5. If the app is not from Microsoft Store (for example a browser or Teams desktop app), scroll down and turn On Let desktop apps access your camera.

    Then check microphone access:

    1. Select Start > Settings > Privacy & security > Microphone.
    2. Turn On Allow apps to access your microphone (or Microphone access and Let apps access your microphone, depending on the view).
    3. Under Choose which Microsoft Store apps can access your microphone, turn On the app.
    4. Ensure Allow desktop apps to access your microphone is set to On if using a desktop app (browser, Teams, etc.).

If the problem is only in one app (for example Teams on the web), also check the browser’s site permissions and allow camera and microphone access for that site.
