Looking at my Inbox page in Outlook.com, why are there brackets around the number indicators for the Draft and Junk folders in the left folders pane?

    Yes. I was wondering why those two folders show brackets, but none of the others do.

    If this is the case, those numbers are indicators on the specific folder like for Drafts[2] that means you have 2 pending/unsent messages. Also, Junk indicates you have 8 messages inside the folder.
