Assistance Required to Reinstate Volume Licensing Access

Hi Microsoft Support Team,

We previously had access to download Windows OS ISOs through the Microsoft Volume Licensing Service Center (VLSC). Even for our recently purchased Windows Server 2025 license, I was able to download it a couple of months ago after raising a request with Microsoft support, which reinstated access at that time.

However, I can no longer see all the licenses in the Microsoft 365 admin center and am unable to access the required ISOs.

Could you please assist in reinstating access so that we can download the ISOs again?

Thank you in advance for your support, and please let me know if you need any further information.

Kind regards,

Weni

    Hello Weni,

Access to the Microsoft Volume Licensing Service Center (VLSC) can sometimes lapse if the licensing agreement or permissions are not correctly associated with your organization’s account. Even though you were able to download Windows Server 2025 previously, the missing licenses in the Microsoft 365 admin center suggest that the agreement may need to be re-linked or revalidated.

Here are a few steps you can take:

    • Verify that your organization’s Volume Licensing agreement is still active and associated with the correct tenant.
    • If the licenses are missing, check with your procurement or licensing contact to confirm the agreement number and ensure it is tied to your account.
    • If you continue to have issues, contact the Microsoft VLSC support team through the Microsoft M365 admin center

    Jason

Use the Microsoft 365 admin center and Volume Licensing support to have access reinstated.

    1. Verify roles and agreement access
      • Sign in to the Microsoft 365 admin center.
      • Go to Billing > Your products and select the Volume licensing tab.
      • Confirm that the account has either the VL Administrator or Product download manager role for the relevant License IDs; only these roles can see and download VL products.
      • If licenses or License IDs are missing, review View contracts to ensure the correct VL agreements are associated with the account.
    2. Check downloads and keys
      • Under Billing > Your products > Volume licensing, select View downloads and keys.
      • Select the Windows/Windows Server product and then the Downloads button.
      • Choose the appropriate Language and Operating System Type, then start the ISO download.
      • If the message “This product is not available for download” appears or expected products are missing, proceed to the support steps below.
    3. Request Volume Licensing support to reinstate access
      • In the Microsoft 365 admin center, select Help & support.
      • In the query box, type a description including the phrase “Volume Licensing” and mention that Windows/Windows Server ISOs and licenses are no longer visible.
      • If the suggested results do not resolve the issue, select Contact Support.
      • In the support request:
        • Mention “Volume Licensing” in the title.
        • Provide the VL agreement number and/or License ID associated with Windows Server 2025 and other Windows licenses.
        • Describe that access was previously reinstated and has now been lost again.
      • Submit the case; Volume Licensing Support will respond by phone or email, typically within 24 local business hours, to restore visibility to contracts, product keys, and downloads.
    4. If unable to access the admin center
      • If the admin center cannot be accessed with any account, submit a volume licensing online support request using the dedicated VL online support channel referenced in the documentation for volume licensing admins who cannot sign in.
      • Provide authorization numbers, license numbers, and organization details so the VL team can re-associate the agreements with the correct tenant/admin account and re-enable download access.

Once the VL agreements and roles are correctly associated, Windows OS and Windows Server ISOs (including Windows Server 2025) should again appear under View downloads and keys in the Volume Licensing section.
