Follow these steps in order, checking activation after each step:

1. Confirm the license type
   • Office LTSC Professional Plus 2021 is a volume-licensed product intended for organizations, not for home/personal use.
   • Activation is normally done with KMS or a Multiple Activation Key (MAK) managed by an organization’s IT admin.
   • If this license was bought from a third‑party seller for personal use, it is likely an unauthorized volume license and may already be at its activation limit or blocked. In that case, contact the seller for a refund and obtain a genuine retail Office license instead.
2. If this is an organization device (managed by IT)
   • Contact the organization’s IT administrator and provide the exact activation message from the Activation Wizard.
   • The admin can:
     • Check whether the MAK activation count has been exceeded or the key has been blocked.
     • Verify that the device can reach the KMS host (for KMS activation).
     • Use the volume activation tools (such as ospp.vbs or VAMT) described in the documentation to diagnose error codes and reconfigure activation.
3. If activation was supposed to be by product key (LTSC key)
   • Open Word/Excel → File → Account → Change Product Key.
   • Enter the correct Office LTSC 2021 product key and select Activate Office.
   • Close and reopen the Office app to confirm that it now shows as licensed.
4. If activation still fails or the key is reported as invalid/overused
   • For messages like “product key is not valid” or “activated up to the limit of your Multiple Activation Key,” the key is blocked or has exceeded its allowed activations.
   • In that case, the only supported options are:
     • Work with the organization’s volume licensing admin (if this is a corporate key), or
     • Request a refund from the seller and purchase a legitimate retail or Microsoft 365 license.
