You may have bought a grey-market product key, or an illegitimate key. If Settings says the key is already in use, then that means it is most likely from an illegitimate source. If you can provide a screenshot, that would be great.

A Windows product key can only be used on the number of devices allowed by the Microsoft Software License Terms. If a new Windows Pro key reports that it has already been used, it typically means one of the following:

1. The key has already been activated on another PC (or more PCs than allowed).
2. The key was reused (for example, on a pre-owned PC or after repair) beyond its allowed activations.
3. The key may be counterfeit or resold improperly.

Steps to take:

1. Confirm the source of the key
   • If the key was purchased from a third-party seller, verify that it is a genuine, unused key. Counterfeit or resold keys often show as already used.
2. Check whether Windows is already activated by another method
   • On the device, go to Settings → Update & Security → Activation (or the equivalent in Windows 11) and check if there is already a digital license or another product key in use.
3. Ensure the key is not being used on multiple PCs
   • If the same key was used on another PC, that can block activation on the new one. Each PC generally needs its own license.

   • If this is a used PC, the previous owner may have reused the key on other devices. In that case, a new product key or copy of Windows is required.
