Even though there might have been an issue with the screenshot not coming through, based on what you described and from practical experience, the behavior you’re seeing is quite consistent and gives some useful clues to narrow it down.
From your description, the key point is that the problem always occurs with the same 3 files and affects multiple users in exactly the same way. Because of that, the issue is very unlikely to be related to individual users, permissions, or local devices. Instead, it most likely comes from the state of those specific files in OneDrive.
The “editing” message you’re seeing can also be misleading, it’s often just a generic sync error and does not necessarily mean someone is actually editing the files, especially since you mentioned the folders are shared as view-only.
In this kind of scenario, it’s usually more effective to focus on the files themselves rather than user settings.
A good starting point would be to have the file owner open the affected files directly in OneDrive via a web browser and check whether they behave normally there. If any issue appears even in the web version, that confirms the problem is tied to the file itself rather than synchronization on the device.
From there, one of the most practical approaches is to create a copy of one of the affected files (or download and upload it again as a new file) and then ask users to access that new version. If the new file works without any sync issues, it’s a strong indication that the original file is in an inconsistent or “stuck” state.
In that case, replacing the original file (after making a backup) is often enough to resolve the problem, because it resets the file’s internal metadata and sync state. When that state becomes inconsistent, every user syncing the file can encounter the same error, which is exactly what you’re seeing here.
