Hello Microsoft Team,

I operate an Internet Cafe / Gaming Center using a diskless (bootrom) environment.

All client PCs boot a Windows image stored on a central server.

I would like clarification regarding Microsoft licensing requirements:

  1. Does each client PC require its own Windows license when using a diskless bootrom deployment?
  2. If each physical client PC has its own genuine Windows 11 Pro OEM license, is this sufficient for licensing compliance?
  3. Does storing a Windows image on a server and streaming it to multiple client PCs change the licensing requirements?
  4. Is Volume Licensing required for Internet Cafe / Gaming Center diskless deployments?
  5. Are there any Microsoft Product Terms, Licensing Briefs, or official documents specifically covering diskless (bootrom) environments?

    1. Yes. Each physical client PC still needs its own Windows license, even in diskless bootrom setups.
    2. Yes (generally). OEM licenses per PC can be sufficient if each license is correctly assigned to each device.
    3. No change. Streaming Windows from a server does not remove or reduce licensing requirements.
    4. Not strictly required, but recommended. Volume Licensing is usually the safer and more compliant option for cafes/bootrom environments.
    5. No specific bootrom document. Microsoft covers this under general Windows licensing, VDI, and imaging rules in Product Terms.

    Best Setup at your case (Use one valid Windows license per PC (preferably Volume Licensing for cafés) + central boot image is fine as long as every device is properly licensed).
