I noticed that you said it is tied to Windows Hello. In real, That is your pin which is also used for other Microsoft services, so you are unable to delete that. Keep it as it is.

I have this passkey that has been stuck onto my device. I have tried clearing TPM, contacting microsoft support, switching to a local account then trying to delete it, clearing credentials, and removing my pin. This passkey is for login.microsoft.com and I believe it is stored only on this pc since it is not on the Windows Security section on the webpage. Does that email account exist in Settings > Accounts > Email & accounts? After removing the account, the passkey deletion should work or it should simply get deleted automatically.
