How to remove two step verification?

Hello, i keep trying to remove the two factor authentication because it was on my old phone which i no longer have access to. I still have the mail, but i need the authenticator app to log in aswell. When i try to remove it, it states i have to wait 30 days for protection, when the 30 days are over, it's like it never happened, and i keep trying, and still doesn't work. I have tried for many months now with no help, and i can't find anywhere where i can talk to a real human to get support??? Help me please...

    To remove two steps verification you may need the following steps:-

    1. Sign in to the Microsoft Entra admin center or the Microsoft 365 admin center with administrator privileges.
    2. Navigate to Users > Active users.
    3. Select the user account.
    4. Review any Security Defaults or Conditional Access policies enforcing MFA and disable or modify them if appropriate.
    5. Save the changes.
