Processes in Microsoft 365 for setting up Office apps, redeeming product keys, and activating licenses.
If Microsoft Office says that all downloads or activations have been used, it usually means the Office license is still tied to the old installation record from before the computer was wiped. Since this is the same computer, Microsoft normally allows reinstallation, but you may need to remove the old device association or reactivate the license manually.
First, sign in to https://account.microsoft.com/services using the same Microsoft account that originally purchased or activated Office. Under Services & Subscriptions, look for your Office product. If it appears there, choose Install again. You can also check the Devices section and remove the old entry for that PC if it still exists.
If Office installs but will not activate, open any Office app and sign in with the same Microsoft account. Your activation problems might take place if you are using a Windows account rather than the Microsoft account.
If the license came from an employer, school, or a third-party seller, the issue may be that the product key has already reached its allowed activation limit or was improperly resold. In that case, the original organization or seller would need to reassign or replace the license.
