Windows Server 21H2 updates are incomplete

Question

I have two labs that are both configured to sync the "Microsoft Server operating system-21H2" product, but each only has KB5006699 available for Windows Server 21H2.

According to the catalog, kb5005538 is available for WSUS under the "Microsoft server operating system version 21H2 for x64" product (which is not exactly what is available in the product selection).

None of my WSUS servers in any environment show this update (or any of the others available for Windows Server 2022) except KB5006699.

Does anyone know whether this is expected?

I noticed that the Products and Classifications of .NET Framework 3.5 and 4.8 for Microsoft server operating system version 21H2 updates are below. Please refer to the below screenshots to sync the updates:

Do you have Updates option checked in Products and Classifications on yor WSUS server?

Yes, all categories are enabled.
