ERROR_USER_NOT_ADMIN

Hi,
I am trying to sync two servers using Web Deploy.
I tried using both msdeploy and Sync-WDServer and get ERROR_USER_NOT_ADMIN for both of them.
I followed all the steps on MS docs and Stack Overflow, bot nothing is helping.

Both servers are VM's on Azure running Win 2019 and IIS 10. Neither is on a domain so NetLogon is not running.
The user credentials I have been using are in Administrator and MsDepSvcUsers groups.

Any further suggestions?

@Alex Abramov What solutions have you tried? have you tried this?

Diagnosis: This happens if you try to connect to the Remote Agent Service but have not provided appropriate administrator credentials.

Resolution: The Remote Agent Service accepts either built-in Administrator or Domain Administrator credentials. If you have a non-domain setup and want to use account other that built-in administrator, please do following:

Create a separate user group MSDepSvcUsers on remote computer.

Create an local account A on both local & remote computer.

Add A to MSDepSvcUsers on remote computer.

Use account A to publish, this will allow you to publish without needing to use built-in admin account.

Yes I have tried this.
I have created a user, and placed this user into both the Administrators and MsDepSvcUsers groups.
I even did this on both the local and remote machines.

I am logged in as the built-in account (it is not called Administrator) when running the msdeploy.
